Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are fought: optimistic declarations are issued from multiple capitals. Significant resources is allocated on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a ability provided through current data. From witness perspectives, military aircraft that had been dispatched to counter approaching cruise missiles roared overhead – modern combat jets delivered to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems thundered: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by partner states. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly becomes sober acceptance: possibly the hostile projectile won't strike its target this time, sparing the city from devastation and additional electricity failures.
Persistent Threats
Following this, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its destination.
Periodically, this persisted until dawn. Kyiv faced the morning news: several casualties, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a reliance that regional partners are clearly incapable to fill in the near term.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new initiative from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This trend will, undoubtedly, continue.
Strategic Calculations
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a principle well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is impossible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through diplomacy or military means, from assuming that the situation will not change more in its favour in the months ahead.
Conflicting Perspectives
Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a entire defensive failure until situations evolve in its benefit.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not shift toward domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a only one week to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.
While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on sustained allied backing.
